Breivik Report Released - July 22 Commission is brutal in its treatment of Norwegian Security Apparatus

The Norwegian Prime Minister released the Report of the  22 July Commission today - in Norwegian of course.  Within minutes electronic editions of newspapers worldwide were displaying the same wire story written by  Bjoern H. Amland of the Associated Press, whom we must assume reads Norwegian and read the entire 500 page report. Among Canadian newspapers which ran the story, the TORONTO SUN headline was very typical - "Norway massacre could have been prevented, says commission".  The New York Times was,  as usual, very careful. The full report hasn't been published yet in English translation, so the paper chose to avoid claiming what the English version will contain. Instead the NYT ran a report on the Commission's press conference, but with the same basic headline as everyone else  "Norway Panel on Massacre Funds Litany of Government Failures".  What is available, for those who bother to look,  is a 26 page summary of the Commissions findings, translated to English.  You can download it here - SUMMARY.
The primary conclusions of the Commission: "The attack on the Government Complex on 22 July could have been prevented through effective implementation of already adopted security measures." More important, and this is something the Americans fail to understand - "The Commission realizes, among other things, that the democratic costs related to systems intended to eliminate every risk of terrorist attacks are too high. We have to live with a certain level of risk."

Only our local rag, the Vancouver SUN, chose to monkey with the AP story and attach a ludicrous headline -  "Norwegian commission criticizes police response to far-right fanatic's bomb and gun massacre".

As usual THE SUN simply cannot pass on any opportunity to turn up the volume on examples of "far-right"or  "extreme right" political violence, even if their sloppy headline hijacks another journalists story. If the SUN had even bothered to read the Summary of the 22  July Commissions Report (as NYT staff must have) they would have realized that the commission panel in Oslo  did not trouble itself with the motives of Anders Behring Breivik.  Page 9 - "We have foregone issues related to the perpetrators motive, childhood and state of health, and we have not explored the measures society puts in place for the early prevention of radicalisation."  (Thankfully the panel also disdained reference to the meaningless "Left-Right political spectrum" - something which Canadian journalism is incapable of doing.)   Fanatical Mr. Breivik certainly is, but his modus was not that of some beer swilling, racist skinhead of the "Far Right".  He did not target immigrants, but rather the ruling party of his country who initiated and administered Norway's immigration program. That is why his crimes are so remarkable and worthy of analysis.  Breivik chose to attack the apparatus of Norwegian State Power at its vulnerable core - the private island camp where Party Youth frolic and plan for future electoral victories.  Breivik's was the most significant terrorist attack in the Western democracies since 9/11 in New York because it spread terror among the ruling elite, as much as it did the general population. For that reason it will likely be the template for militant attacks in Western Europe all through this century.

I happen to live in the murder capital of Canada - In Vancouver we hold the record for every category of murder for which records are kept, with the exception of murders within the health care system. The gruesome list begins with terrorist murders - the AIR INDIA Flight 182 Bombing,  the serial killing of women, the serial killing of children, the serial murder of drug dealers, and on down to lesser known sprees, like the demon barber case (killing of native women by forced drinking of alcohol).  All murder involves hate of one form or another, and yet the SUN is extremely selective when it pins "hate crime" labels on its political targets.  The worst example are of course the Sikh butchers who blew an Air India Boeing jumbo jet out of the sky.  Racist the Sikh murderers certainly were.  Political they certainly were.  Fanatical they certainly were.  Untouchable they certainly were ... and still are, because they got away with it.    Were the Vancouver Sikh terrorists  "Far Right"  or "Far Left"?   Or is their hatred more racial than political?  Perhaps their hatred is religious inspired and their politics cynical?  Where should we turn for the answers?  In a multicultural Vancouver such discussions do not take place because they are taboo. Who constantly reminds us of what is taboo? The media.

Political Theatre - ridiculous posing with firearm's is common within the para-military subculture, but Breivik took it up a notch by wearing fanciful insignia like this "Marxist Hunter" shoulder flash.

B.C. Gangsters and that Liberal Lawyer - Kuldip Singh Chaggar

A disgraced Vancouver lawyer, already notorious for his role in the Air India Bombing Trial and for being arrested in 2004 by the U.S. Drug Enforcement Agency is back in the news. Kuldip Singh Chaggar was thrust back into the spotlight by the Vancouver Sun's ACE crime reporter Kim Bolan. Chaggar, some may remember, was convicted in a federal court in Seattle and later returned to live amongst us. If you Google him you will find listings for Chaggar's old law practice in Burnaby Metrotown, but that business is defunct.

On September 3rd the SUN published a story on the criminal background of James Edward O'Toole an erstwhile rock musician who was murdered in August. Man killed in cab on Commercial had a violent past
The man local media had been assuring us was an innocent musician tragically slain on the cusp of a breakout career, turned out to have an extensive criminal past... with convictions for possession of narcotics, stolen property and for brandishing a pistol outside a nightclub in downtown Vancouver. In 2003 O'Toole used a loaded Walther PPK pistol to make a statement on Richards Street, but the B.C. "Justice System" seems to have decided to issue the gangster associate a pass. He was able to travel to Hong Kong, the Philippines and Australia unimpeded. After his death a police spokesman admitted that O'Toole was known to every Law Enforcement Agency in the urban British Columbia.

The Big Fellah is dead. James Edward O'Toole was shot to death in a Vancouver taxicab but nobody has bothered to delete his "Jed Cruz" promo website. We now learn that the "musician" had a lenghty criminal record which was concealed from the public and also from INTERPOL.

These porcelain PPKs are authorized by WALTHER, and legal for carry in the City of Vancouver. O'Toole (Jed Cruz), no doubt a James Bond fan, brandished the illegal and loaded PPK in front of a downtown nightclub.

The really interesting aspect of the SUN story was the reemergence of Kuldip Singh Chaggar, which connects the O'Toole killing to a couple of bigger stories. Chaggar should be more widely known because over the years he has helped several local "names" get elected. One senses that Bolan is holding something back, but she deserves our appreciation for broadening the investigation of local gang activity and underworld connections to the professional class - realtors, acountants, lawyers, etc.

Kuldip Singh Chaggar made an enviable string of contacts in Vancouver politics - among Federal LIBERALS, B.C. LIBERALS and Burnaby Civic Councillors. He also once had a weekly show on Shaw Cable TV. Then his mask slipped and the dangerous truth was revealed. A U.S. federal court did us all a service by clipping Chaggar's wings.

In the following extract from the Bolan article we see that CHAGGAR is mentioned by name 13 times. In effect the SUN article was about the disgraced Burnaby lawyer and not about the aspiring rock performer.

"The Vancouver Sun has learned that O'Toole's name also came up in late 2005 at the Seattle witness-tampering trial of former Vancouver lawyer Kuldip Singh Chaggar.
Chaggar was followed by the RCMP as he had a meeting with O'Toole and a second man, who police described as a known criminal.
Chaggar's lawyer, Jeff Robinson, complained in U.S. Federal Court in August 2005 that the RCMP were inappropriately attempting to influence Chaggar's case because of Chaggar's long-time representation of convicted Air India bomber Inderjit Singh Reyat. His proof, Robinson said, was that his law office had just received a package from the state attorney's office containing surveillance photographs taken by the RCMP on May 31, 2005 of Chaggar with O'Toole and the other criminal in Vancouver.
At the time the RCMP told The Sun that Canadian investigators were watching Chaggar at the request of the U.S. state attorney.
Chaggar was convicted of witness-tampering and sentenced to almost two years in jail. He is back in Vancouver, but was unreachable Tuesday.
O'Toole is the fourth Metro Vancouver gangster linked to Chaggar who has been gunned down in the last three years.
Two others identified at Chaggar's trial, Gurpreet Singh (Gary) Dhaliwal and Inderjit Singh (Andy) Rai, were slain in Surrey in January 2006 and May 2005 respectively. Evidence showed both men had approached Chaggar to ask a jailed gang member to change her statement to authorities after she was caught entering Canada with $1.5 million worth of cocaine for Dhaliwal's organization.
Chaggar is also linked to Tommy Ho Sing Chan, who was shot in the head in the Richards on Richards nightclub in May 2006. Property records show that after the former lawyer was convicted in the U.S. case, he sold his Whistler condo to Chan, then 30, with a lengthy criminal history, and a Delta businessman named Patrick Thomas O'Toole.
The Sun could not confirm if James O'Toole and Patrick O'Toole are related.
The title transfer documents were signed by Chaggar on June 13, 2005 and he received $360,000 in the sale - less than what he paid for the Hillcrest Drive condo three years earlier. When Chan was killed, Patrick O'Toole bought out the gangster's one-third interest in the condo.
At the time of his murder, Chan was living at his mother's Vancouver house at 827 East 32nd Ave.
Two other young gangsters were shot to death after being lured to the same house in May 2004. None of these gangland murders has yet resulted in charges, though the cases all remain open."

I urge you to download Kim Bolan's article, as I have, and keep it for reference. This story has legs and these execution killings will continue. It will take some effort on our part to keep up with events and it isn't easy to sort the local outlaws from the innocents.

Earlier this week Canadians watched the Air India Inquiry go into sudden recess because key witnesses had refused to appear and testify. The startling reason they gave was that they were afraid for their lives and for the lives of their families. To many that sounded like nonsense and we were disappointed that they could not trust in the abilities of the RCMP and the Vancouver Police to serve and protect. Today we know that they were smart not to testify, and they must never testify. In fact it seems that someone (a journalist?) must have leaked word to the victim families that the Prime Minister of Canada was about to send a message to Vancouver making peace with the Sikh terrorists. They seem to have had some sort of advanced notice. The evidence is in today's Vancouver SUN.

In a stunning capitulation to criminal violence, Tory politician Stephen Harper yesterday bowed down to his political masters in British Columbia, and informed the Sikh community that there will be no prosecution of the terror bombers who blew up the Air India 747 twenty-two years ago. Yesterday he invited a staffer at the SUN into his healing circle, and sat for a prearranged interview. What a betrayal of the justice system!

Harper said: "The reality is we will probably never see justice truly done in the sense of people being held responsible for
these actions and we may not know everything that we should know, but I think through the inquiry process, we will learn everything that there still is to be learned and that that will hopefully provide not only some measure of comfort..."

Of course what Harper is really seeking is not a healing process but to build electoral support among the Sikhs of the Lower Mainland, among whom his Tory party is still mocked and disdained. By throwing in the towel and capitulating to political terror, (and to the racist editorial writers in the Punjabi English language newspapers) Harper is signaling that he is actively seeking Sikh candidates for the next federal election, and that he will give them priority status in his government. The "healing process" will of course include a few Sikh cabinet ministers if they deliver the electoral boost the Harperites need in urban B.C.

Harper's government has been holding terrorism in check only because our Intelligence is good and the first wave of Muslim conspirators have been T-shirt terrorists... loud mouths who boast of actions they are largely incapable of committing. When the man-pack claymores start going off in Eaton Centre, the Go-Trains start melting, and the Canadian Forces recruiting centres get shot up, lets see how tough our hapless PM looks wearing an ill fitting pair of six-guns. I for one won't be impressed by the contingency-rhetoric his handlers are already stuffing into his three ring briefing binder.

LOONEY TUNES IN BRITISH COLUMBIA

What a LOONY TUNE week in British Columbia. I’ll try to be brief, but there are so many stories that give a citizen-reader indigestion, it’s hard to keep it simple.

How about that story of Briony Penn, (March 21) the full time environmentalist and sometime lecturer at UVIC? A denizen of the Gulf Islands, Penn has decided to dazzle the Ottawa lawyer riffraff with her PhD, by contesting the Grit nomination in the riding of Saanich Gulf Islands. She actually endorses Stephane Dion’s pledge to mandate 33% of federal Liberal candidates be women in the next Canadian election. Liberal? Dictating terms to riding associations, refusing to sign off on their democratically chosen candidates, sounds hard line Stalinist to me. Members are supposed to dictate policy, not let leader driven policy dictate the candidates. Ms. Penn was a Green Party activist until handed a sweetheart deal by top echelon party recruiters. She’s most famous for baring her activist tits in downtown Vancouver in 2001, in a protest of the environmental policies of … the Liberal Government. Oh, oh!

Her campaign website Briony.ca panders to her ideological home - the Green Party, and the temple of her ambition, the Liberal red. Hoping to have it three ways, (a little Tory Blue) she actually boasts of having supported herself for years as a small businessperson. Hardly. A quick scan of her online c.v. reveals she's enjoyed her full libation of academic $$Welfare and access to government seed money.

Crime stories are a staple here and I’ve said before, B.C. is the most fertile breeding ground in Canada for serial killers. It’s irrefutable. Everyone knows that our criminal courts have a “catch and release” policy, which does not intimidate the outlaws and it certainly doesn't impress the legion of victims. The ONLY justice we get is when the criminals kill each other or sometimes themselves. Case in point : March 20 - two “career criminals” died when their ride spun out in New Westminster. Michael Emmitt Reid, 30 and Michael William Arthur Laird, 42 were fleeing police in a stolen car filled with loot and house breaking tools. Laird had 27 registered convictions since 1983 (God only knows how many charges!) and was out on Statutory Release from a federal prison. Reid had convictions going back to 1993 (when he was 16!). Nothing but nothing, was ever going to stop that pair, certainly none of our sissyboy “I feel your pain!” judges. Thank cripes for telephone poles and culverts.

More to the point, (and who with even half a brain didn't see this coming?)... we read (March 21) that B.C. millionaire human rights victim Rupudaman Singh Malik, the O.J. Simpson of the Vancouver legal system, is now suing the government for wrongful prosecution and wrongful detention. I'm not even going to rehash the case. If you don't know, I've got no time for you.

Needless to say we're damned lucky the hapless horsemen didn't torture the bloke, because we already know how many millions $$ that's worth.

There was a time when I supported the concept of a Sikh homeland. That was back when India was still a client state of the Soviets, and messing with us. Geopolitics being as filthy as it is, I'd now settle for just cleaning up our own backyard.

Yesterday (March 24) THE VANCOUVER SUN revealed that a female border guard, employed by the Canadian Border Services Agency, is a Hell’s Angels groupie, or worse. Her co-workers have scoped her out a biker events and informed the CBSA internal investigation unit. Evidence culled from CBSA documents acquired by the Vancouver newspaper clearly indicates that the guard has been assisting in the smuggling of cocaine. Rather than fess up, CBSA officials have decided to brazen it out. The tainted guard has also worked at Vancouver International Airport and her name is matched to an older high-value drug smuggling case. The Agency refused to identify the woman, and she continues to be employed by the Crown interdicting overages of cigarettes and wine at the 49th Parallel.

And last, you can’t make this stuff up… the Globe and Mail reported yesterday (March 24) on the rotten case of Richard Young, an unemployed informant who lived in Victoria B.C. He was “paid hundreds of thousands of dollars by the RCMP” for information which they later discovered he simply made up. Rather than taking him to a back road and giving him a good thumping, the Mounties chose to reward Young. They paid an additional $130,000 in debts he had run up, and gave him a new identity under the Witness Protection Program. Pardon my cynicism, but it sounds like a couple of Horsemen wanted him shut up and safely out of reach of the press – thereby saving their careers and thick pension packets. Then Mr. Young, who knows this society and its justice system far better than most, elected to murder someone. The Witness Protection Program is better than James Bond’s license to kill. He can’t be identified and the courts can’t charge a “Mr. X”. Is anyone screaming foul? All I hear from Ottawa is some chin music about reforming the system. Since we don’t have a Reform government we aren’t going to get reform. That’s all folks!

UPDATE March 28 - It was great to see that Chad Skelton, reporter for the Vancouver Sun, stuck with the story on the tainted Canadian border guard. In an update yesterday the paper identified the woman by name, and gave further (incredible) details about what she has gotten away with over the years. Maybe in addition to ... ah... dating bikers, drug runners and people smugglers, she has also been a police informer. Something has kept her out of jail. In any case the SUN published an undated and tightly cropped photograph of Mindi Niedermeiser enjoying herself at a bash.

If she had worked for the U.S. Border Service it's likely she be doing time.

I see that a biker news Blog republished this photo today, so I will let Runagatesclub readers having a look. If I were her, I'd move to P.E.I.
